Glad to have you here with us. I would like to suggest that you consider building your first units on an upper floor. Since you are a new service in the City - potential customers do not know what to expect. So if you say to them your unit is conveniently located on the 2nd or 3rd floor it is all the same to them. Once you have rentals coming in on the upper floors, you can always build out the 1st floor because those units will be very easy to rent. In fact, you may be able to get an additional premium in the rental rate.
