Default No Fire Hydrants, No Self Storage?

This is crossposted in Construction issues.

In Ohio my local fire chief has put the kabosh on a soon to be built self storage facility. We have no city water and sewer. The cost to bring it in is prohibitive. The units are typical steel construction, 34,000ft2 with 7000 climate control. Any suggestions are appreciated. Thanks in advance.
