    Simly call your States Department of Revenue. Ask the question and you will get an answer from the proper authority than getting speculation here.

    I am in Iowa, though could be different from Minnesota. We are taxed on all storage income.

    I do a $15 late fee after the 5th of the month. Lock out on the 15th if not paid. Usually gets there attention and I get paid.

    To add further information, at 30 days late, I break lock and inventory, take pictures, move items (if junk) so I can re-rent stall. If looks vaulable, I will...

    Ok. Couple of points.

    No where in the OP's only post did is say they argued. He/she stated they had some words. It could have been just a conversation.

    Second, OP doesn't state that their contract does NOT allow garage sales at their facility. Sure I would not want one to happen...

    I used to run a Fire Clean-up and Cleaning company. Had to deal with all kinds of smells. Cats, Dogs, Dead people. Bleach is a great deoderizer and sanitizer.
    Just make sure you wear a good respirator in a closed area. Also blow a fan in to the room....

    Cat urine is high concentrated Ammonia.
    I would go with a bleach solution. Start by cleaning the walls and floor with a good water based cleaner/degreaser. I have used Simple Green before because the smell can be tolerated. As soon as you hit the cat urine with any liquid, you better have a respirator...
