I know this is stretching a bit, but you may want to contact your local Community Collage - most have students that are always looking for web design projects to create.

I learned basic HTML several years ago and have been dabbling in it ever since. I built our web site from scratch after doing months of research looking at storage websites and deciding what I liked and what I didn't.
