The location I worked at the past couple of years was across from a public lake on a bus route from the downtown shelter so the lake was frequented during the day by the homeless and they would take the bus back to the shelter at night. The homeless are unforunately a growing market for storage. Some of them have a small monthly income and do rent storage space because the shelters don't provide secure space for their belongings, and if you have to walk around all day it's difficult to carry everything you own.
We had 24 hour access, climate control and a dirt cheap move in special that brought the homeless in quite a bit to live in units. I feel terrible for their situation, especially the veterans. But as was said here, it is a litigious society now and if something were to happen to him, with your knowledge of his situation, you could be exposing yourself to liability from him or his family members.
If you have knowledge of anyone closing a unit door while they are inside the unit, you should remedy it immediately. Self storage facilities are generally for "passive" storage and do not carry the proper certificate of occupancy for people to be inside them. It's illegal to permit it.
I tell you what....anymore 90% of what you gotta know is how to keep from being sued.
