W-9 forms?

A local city wants to rent a storage unit while their office is being renovated. They've had an employee come fill out the paperwork and cut me a check but now they are saying we must fill out a W-9 for our taxes as they are "paying us as a contractor." My boss doesn't like this at all. It's never come up before and he feels we are not contractors.
Is this standard? We are near Seattle WA.

Very standard-every self storage facility I've worked out has handed these out when requested for tax purposes. Even in WA state.
